E-Scooters

Since 5 November 2019, LTA has prohibited the riding of e-scooters on all footpaths. E-scooters can only be ridden on cycling paths. The current policy of disallowing personal mobility devices (PMDs), including e-scooters, on roads remains.

Those caught riding an e-scooter on footpaths will face regulatory action. Offenders are liable for fines of up to $2,000 and/or face imprisonment of up to 3 months, if convicted.

Since July 2020, only UL2272 certified motorised PMDs are allowed for use on cycling paths. Non-UL2272 certified e-scooters that have been registered with LTA have been automaticallly deregistered. Non-UL2272 certified motorised PMDs are fire risk and should be properly and safely disposed of.

Since April 2020, LTA has introduced a mandatory inspection requirement to ensure that e-scooters (i.e. motorised personal mobility devices with handlebars) comply with the device criteria (of no more than 20kg, not exceeding 70cm in width, 25km/h in maximum motorised device speed and UL2272 certified) for use on public paths. 

E-scooters registered before 1 April 2020 and self-declared as compliant to the device criteria would have undergone the Verification Inspection (VI) after receiving LTA's notification. Owners who failed to send their devices for VI would have their devices automatically deregistered. E-scooters that failed the inspection were also automatically deregistered.

From April 2020, all new e-scooters are required to pass inspection at any of the 9 EICs before they can be registered for use on cycling paths. Retailers/businesses will only be able to display, advertise, sell or let for hire e-scooters that are inspected and certified. Only new e-scooters meant for sale or let for hire by retailers/companies are allowed to be registered with LTA after passing Registration Inspection.

It is an offence to ride an unregistered e-scooter on cycling paths. First-time offenders can be subject to a fine of up to $2,000 and/or imprisonment of up to 3 months.

It is also an offence to use non-compliant e-scooters on public paths and first-time offenders may face a fine of up to $5,000 and/or imprisonment of up to 3 months.

Owners will be given a grace period of 3 calendar days from the date of registration to affix the Identification Mark (bearing the unique registration number assigned to the e-scooter) prominently on the e-scooter to help identify it easily. Please refer to the "Fabricate your Identification Mark" section below for more details.

It is an offence to ride a registered e-scooter on public paths without the Identification Mark or LTA Registration Mark beyond the grace period.

Registered e-scooters will be called up for mandatory periodic inspection (PI) before the end of every 2 years since their last inspection to ensure that they remain compliant with LTA's device criteria (no more than 20kg in weight, not exceeding 70cm in width, 25km/h in maximum motorised device speed, and UL2272 certified) for use on public paths. These inspections ensure that e-scooters used on public paths comply with the device criteria to minimise the risk of severe injury in the event of a collision and to safeguard fire risk to protect the owener, their families and everyone around.

The PI costs $30 (before GST) at STA Inspection centres and $28 (before GST) at JIC Inspection Services/VICOM, and will be paid for by owners. Owners will receive a notice from LTA informing them to bring their e-scooters for inspection at any of the 9 E-scooter Inspection Centres (EICs). Owners who fail to send their e-scooters for inspection by the deadline stated in the notice could have their e-scooters deregistered and face a fine of up to $1,000 and/or jailed up to 3 months, if convicted.

Please ensure that your e-scooter registration mark is affixed at the front or at the sides of your e-scooter stem, is upright, intact, unobscured and not void/damaged before presenting the e-scooter for inspection. Owners who require a replacement of the registration mark may do so at the EIC, when the e-scooters are presented for the PI¹. Do note that a fee of $20 for the replacement of registration mark will be chargeable, and the registration number of the e-scooter will be changed.

Owners who require more time to present their e-scooter(s) for inspection or wish to know if the registration mark may be accepted for inspection may wish to write in to LTA_escooter_insp@lta.gov.sg at least one week before inspection deadline with more details.

E-scooters that do not pass the mandatory inspection due to non-compliance with the weight, width, speed and/or UL2272 certification requirement will be deregistered by LTA. Please note that it is an offence to ride a deregistered e-scooter on public paths.

¹If your registration mark is missing but the UL2272 Certificate Mark is still present, please make a police report on the loss of your registration mark and proceed to have registration mark replaced during the PI. However, if your registration mark and UL2272 Certification Mark are not present, please make a police report on the loss of your registration mark. Thereafter, email LTA_escooter_insp@lta.gov.sg to request for a new registration mark, along with the police report, at least one week before your inspection due date.
